Your Utility Bill Is a 70+ Line Contract Nobody Read.

The commercial electricity bill is, in practical terms, a contract. It specifies what you are being charged for, under what rate classification, with what applicable taxes and adjustments. Like any complex contract, its terms determine what you pay. Unlike most contracts, nobody reads it.

The average commercial electricity bill for a mid-size commercial building contains between 60 and 80 distinct line items. Energy charges, demand charges, power factor adjustments, transmission charges, distribution charges, generation capacity charges, renewable energy charges, tax surcharges, and franchise fees — each calculated separately, each subject to its own tariff provision.

In 35+ years of reviewing these bills, I have never encountered a CFO who could recite the rate schedule applicable to their facility, explain the demand measurement methodology being applied, or confirm whether the applicable tax exemptions were in place.

This is not a criticism. These bills were designed to be paid, not understood. The complexity is a feature of the regulatory system, not a bug. But it means that the only parties who truly understand what is on a commercial utility bill are the utility that produced it — and the specialists who audit them for a living.
